Despite the given living arrangements, the Doctor is rarely at his apartment. He is out and about trying to solve the mysteries of The Sanctum. He can always be reached of course--he keeps a VERY close eye on the Network.
Not having the TARIDS has certainly worn down on the Doctor. He might start bumming around at people's homes just to have some sort of contact. Not that he is short on people that he knows of course.

The Doctor works in a retail department as he did when he met up with Craig again. There's no real reason other than sometimes money is good, and you might overhear from distressed parents a few things going on in the city. He tends to be absolutely silly and play with the children rather do his work. But, he hasn't been fired so he must be doing something right.
